Pensions: read indexation alongside essential bills

On 2 October the Federal Council decided a 1.59% AHV/IV pension adjustment from 1 January 2027. The PCP assesses it alongside living costs and distinguishes indexation from the thirteenth pension payment.

Scale indexation and the individual budget are complementary measures.

What the mixed index protects

It combines wage and price movements to adjust a benefit scale, rather than reconstruct each household’s spending. Individual pensions also depend on contribution records. A higher scale therefore does not give everyone the same additional sum.

The rule provides continuity instead of renegotiating every adjustment. It does not close debate on benefit levels. Where essential costs move differently from the general index, people can receive more nominally while retaining less after bills.

Small pensions leave few postponable expenses

Rent, premiums and energy are difficult to reduce quickly. Changing insurer or home is not always feasible. Care, accessible transport and home support also determine the remaining margin.

The PCP supports analysis by income and housing circumstances. Pension averages can hide contribution gaps and small occupational pensions. Conversely, AHV alone does not represent all resources where a person has second-pillar or other income. Both distinctions matter.

Do not absorb improvements through other losses

Benefits interact. Higher income can alter means-tested support; each scheme’s rules require separate examination. The thirteenth pension and its particular treatment in supplementary benefits are precisely a different matter from ordinary adjustment.

The PCP supports understandable information on those interactions, rather than presenting every change as a universal net gain. Payment dates and new bills matter too. An annual improvement need not solve an immediate cash shortage.

A strong first pillar and accessible services

Strengthening AHV and containing essential costs complement each other. One secures income; the other determines what it buys. Non-profit homes, healthcare access and usable transport contribute to pensioners’ living standards.

For the PCP, retirement is a social right built through work and solidarity. Financing and benefits should enable dignity without shifting insufficiently supported independence onto relatives. The test is the daily choices actually possible after necessary expenditure.

Date the change correctly

The adjustment begins in January 2027 rather than retrospectively. Comparisons between late 2026 and 2027 must distinguish paid and future benefits. Other announced parameters likewise do not immediately change every individual bill by the same amount.
