2. Programme and common reference
The programme states the Party’s political principles and proposals. Members discuss and develop its application. A change to the programme follows the decision procedure of the competent party body. External publications do not constitute Party positions unless expressly adopted as such.
3. Membership requests
A person seeking membership states agreement with the programme and organisational rules and supplies the information needed to establish contact. An application is considered by the responsibility designated for membership. Sending a request does not itself constitute admission. The applicant receives the membership decision through the stated contact channel.
4. Members’ rights
Members may take part in political discussion, submit proposals, seek explanations of decisions and receive the information required for their participation. They may express disagreement through the Party’s discussion procedures and request a review of a decision affecting them. Responsibilities and eligibility for internal decisions follow the applicable organisational rules.
5. Members’ responsibilities
Members contribute to shared work according to their circumstances, respect the rights of other participants and handle confidential information responsibly. A person speaking in a personal capacity distinguishes that position from a Party statement. Any membership contribution is governed by the schedule approved by the competent body.
6. Members’ deliberation
Members’ deliberation examines the political programme, major priorities, organisational rules and reports on responsibilities. Participants receive an agenda and the material needed to consider the questions. Decisions and the manner in which they were reached are recorded. Detailed voting and representation arrangements require a separately approved procedure.
7. Political direction
Political direction ensures coherence between the programme and public work, prepares priorities for discussion and reports on their implementation. It assigns responsibilities with a defined remit. An assignment does not remove the duty to explain decisions or the rights of members to contribute and seek review.
8. Secretariat and records
The secretariat organises correspondence and the records needed for Party work. Information is kept for a specified purpose with appropriate access restrictions. Members can ask about the information concerning them and seek correction of inaccuracies. Public documents and internal working records are kept distinct.
9. Policy working groups
A working group has a defined question, a responsible contact and an expected form of output. It records sources and distinguishes findings, proposals and unresolved questions. Its work is presented to the responsible Party body before publication as a Party position.
10. Decisions and disagreement
Decisions are taken through the procedure applicable to the body concerned. Substantive objections and requested reviews are recorded and considered. No member should be sanctioned for a reasoned contribution made through the Party’s discussion procedures. Any disciplinary decision requires an explained ground, an opportunity to respond and a review route.
11. Financial responsibility
Party resources support its political, educational, editorial and organisational work. Income and expenditure are recorded, with approval responsibilities defined and conflicts of interest disclosed. Financial reports are submitted to the competent party body. No expense or contribution should confer an undisclosed right to determine a political position.
12. Public expression
Statements identify their publishing responsibility. Translations preserve the political meaning of the approved text. Factual corrections are recorded. The Party’s name and symbols may not be used to suggest an office, endorsement or relationship that does not exist.
13. Withdrawal and review
A member may request withdrawal through the membership contact. The request is acknowledged and the relevant records are updated. A person affected by a membership or disciplinary decision can request its grounds and seek review through the competent procedure.
14. Changes to the rules
Proposed changes identify the text concerned, the reason for the change and its practical effects. Members receive the material for discussion. The competent body records the decision. The public reading version is updated only after approval; its wording must agree with the authoritative party record.
