Long-term planning and policy continuity

China’s development planning gives public institutions and economic participants a common account of objectives over several years. The PCP regards this capacity to connect a long-term direction with practical tasks as an important development strength. Study begins with the plan’s objectives, the institutions involved and its relationship to budgets and sector policies.

How the mechanism works

A plan connects priorities, investment, institutional responsibilities and review. Its practical value depends on whether resources and operating capabilities follow the stated objective. Reading a plan therefore requires attention to public enterprises, research, regional programmes and the procedures by which progress is examined.

Application within Swiss institutions

In Switzerland the relevant question is how existing institutions can better coordinate investment horizons, maintenance and service commitments. The PCP proposes agreed programmes with clear public objectives, visible financing and review points. Federalism supplies responsibilities that must be connected through cooperation.

The Party’s position

The PCP supports a public economy with clear responsibilities, competent management and investment horizons suited to the assets concerned. Public ownership should serve identifiable public purposes. Productive private enterprises, cooperatives and public enterprises should be able to contribute through transparent arrangements that protect the continuity and accessibility of essential services.

Proposed measures

  • Publish investment objectives and service obligations together.
  • Prepare multi-year investment programmes with maintenance included.
  • Evaluate productive capacity, service access and environmental effects alongside cash flows.
  • Use transparent procurement and specify responsibilities in partnerships.
  • Protect strategic public assets from disposal driven only by a short-term budget target.
  • Support capable small and medium-sized suppliers through accessible procurement procedures.

Assessment of results

  • Track asset condition and maintenance backlogs.
  • Publish service availability and access measures.
  • Compare approved costs with whole-life expenditure.
  • Report whether the intended productive or service capacity has been delivered.
