How the mechanism works
Public digital capacity includes understanding procurement, retaining essential information and supporting people using a service. An evaluation must test the full task, including assistance and correction when something goes wrong. Staff competence and continuing maintenance deserve the same attention as the initial system.
Application within Swiss institutions
Swiss application concerns accessible public procedures, interoperable systems and the competence to manage suppliers. The PCP supports technical exchange with China on defined questions, with clear responsibility for information and the requirements of Swiss institutions.
The Party’s position
The PCP supports public digital capacity, accessible services and responsible handling of data. Technology should improve the service provided. Procurement must account for maintenance, interoperability and the ability to change supplier. People must have a usable route to assistance when a digital procedure fails.
