Infrastructure and delivery capability

China’s infrastructure development offers a substantial body of experience in planning networks and organising delivery. The PCP is interested in the skills, project preparation, financing and coordination through which a public objective becomes an operational service. Construction and continued operation must be examined together.

How the mechanism works

A network requires more than a set of individual projects. Connections, standards, staff, maintenance and operating finance determine whether capacity is useful. Studying a programme includes the decisions made before construction and the responsibilities retained after it opens.

Application within Swiss institutions

Swiss application concerns coordinated public transport, electricity networks, housing and public facilities. The PCP proposes stronger project preparation and common investment objectives between the responsible authorities. Technical exchanges with China should address defined engineering or organisational questions.

The Party’s position

The PCP supports dependable public transport and infrastructure investment assessed by public usefulness. Planning should connect housing, jobs and services, protect maintenance resources and improve accessibility. Decisions on new capacity must explain the service objective and the operating resources needed to achieve it.

Proposed measures

  • Protect maintenance within investment programmes.
  • Coordinate housing and service development with transport.
  • Evaluate connections and accessibility across the network.
  • Include staff and operating costs in capacity decisions.
  • Study appropriate technical cooperation with China.
  • Publish expected service improvements and project reviews.

Assessment of results

  • Reliability and service availability.
  • Access to employment and essential services.
  • Asset condition and maintenance.
  • Costs relative to the service delivered.
