Regional coordination and development opportunities

China’s regional development programmes offer experience in connecting infrastructure, productive activity and public services. The PCP studies how investment can address differences in opportunity between places. The research examines the responsibilities of institutions and the sequence through which services and productive capabilities are established.

How the mechanism works

A regional measure has to fit local geography, skills and economic relationships. Transport and communications can connect a place to wider activity, while education and services make continued residence workable. These relationships deserve examination as a coordinated programme.

Application within Swiss institutions

Swiss application works through federal and regional institutions. The PCP proposes identifying actual access gaps, agreeing responsibility for remedies and evaluating whether public investment supports lasting local capability. Agricultural production and regional services need to be considered together.

The Party’s position

The PCP supports coordinated regional development and viable conditions for agriculture. Public services should be assessed through actual access. Investments need to strengthen local capabilities and links with other regions. Agricultural policy should consider production conditions, stable livelihoods, environmental requirements and the place of farmers in the food chain.

Proposed measures

  • Identify gaps in access to essential services.
  • Coordinate transport and communications with local economic needs.
  • Support regional training and productive capabilities.
  • Improve transparency in agricultural value chains.
  • Connect environmental measures with viable production.
  • Evaluate projects with regional institutions and service users.

Assessment of results

  • Travel time and access to services.
  • Local productive capacity and training.
  • Conditions of agricultural production.
  • Continuity of services after investment.
