An average of existing mortgages
The housing office explains that the calculation uses banks’ outstanding mortgage claims, rounded to a quarter point. Multi-year fixed-rate loans remain included. New financing conditions therefore enter the average gradually.
An SNB decision alone cannot establish a flat’s new rent. The monetary instrument and the particular tenancy reference must be distinguished. The delay operates both upwards and downwards.
Each tenancy has a calculation base
An adjustment depends on the rate underlying the existing rent and other admissible factors. Two leases agreed at different times do not necessarily produce the same result. Supported and controlled housing may follow specific rules.
The PCP supports collective information about the tenancy base, earlier adjustments and the costs invoked. A lower reference must be open to effective examination. Complexity or missing information should not prevent tenants from using existing procedures.
A stable rate is not a stable budget
An unchanged rate does not establish unchanged housing expenditure. Charges, a new tenancy or works may change the amount paid. Purchasing-power analysis needs all these components.
Housing policy therefore remains broader: non-profit stock, accessible supply and residential security address difficulties that a national reference rate cannot resolve alone.
A rate change is not a percentage applied to the whole bill
Interest concerns financing, while rent contains several expenses. A fall of 0.25 points therefore does not mean 0.25% off the entire payment. The housing office publishes rules and examples; using them requires the starting rate and separation of other factors. A simple proportion applied to the monthly transfer can mislead.
It also needs to be clear whether a quoted figure includes charges. Adjusting net rent uses a different base from a transfer including heating. The political objective is straightforward: residents should be able to use the mechanism rather than depend on specialist vocabulary.
Two routes to access
The reference mainly affects relevant existing tenancies. It does not resolve a search among new listings. Conflating them can suggest general improvement while applicants still face different prices.
The PCP therefore combines passing on lower costs with expanding permanently affordable supply. These protect different situations: remaining at home and finding another dwelling. Tracking them separately shows who actually benefits from financing changes.
