Federal budget 2027: disclose the consequences for public services

On 20 August, the Federal Council published the detailed budget proposal for 2027 and financial plan for 2028–2030. The PCP calls on Parliament to examine how major choices affect services, staff and costs transferred to other public authorities or households.

A proposal opens a political choice

The budget dispatch sets out planned expenditure and revenue alongside administrative objectives. It is submitted to the Federal Assembly. A planned amount is neither expenditure already carried out nor a guarantee that a service will reach its intended users.

The PCP rejects an assessment confined to the final balance. A smaller budget line can reflect better organisation, but also postponed work, longer queues or an abandoned task. These cases must be distinguished before a reduction is described as an efficiency gain.

Describe consequences before deciding

For major measures, Parliament needs to know what service will be provided, the staffing required and the outcome expected. Where provision is reduced, the people and regions affected must be identified. A new procedure should also be assessed through the time it demands from users.

A federal reduction can move costs to cantons, municipalities, funded institutions or unpaid family work. It does not necessarily remove the need. The PCP calls for an assessment that traces these transfers rather than allowing them to disappear behind one authority’s accounts.

Revenue belongs in the debate

Funding needs must be considered alongside tax choices, public support and economic capacity. The PCP supports contributions based on ability to pay and sufficient resources for collective responsibilities. Useful expenditure requires justification; so does revenue forgone.

Future commitments deserve particular attention. Delaying building maintenance or reducing training capacity may lower immediate expenditure while increasing later costs. Financial planning assumptions must therefore be tested against changes in needs, prices and staffing.

What the PCP demands

Major decisions should have understandable objectives and public follow-up. Reporting must distinguish appropriations approved, money spent and services delivered. Departures from the plan require explanation and correction, without turning one isolated indicator into an automatic penalty.

Budget responsibility means sustaining the tasks society has decided to provide. It should preserve continuity of service, staff expertise and public access. The budget for 2027 must be judged by that real capacity as well as by its accounts.
