Childcare: finance standards and provide places people can use

The Canton of Vaud published revised frameworks for collective preschool and primary-school childcare on 6 July 2026. The PCP calls for operating resources and service planning to support implementation. Quality rules must be workable for teams without transferring the cost of meeting them solely to families.

Prepare for the new frameworks

The cantonal release sets 1 January 2027 for entry into force and maintains the general level of requirements. The revision clarifies responsibilities. It does not by itself announce additional funded places. SCAJE documents identify the texts and responsible authorities.

For the PCP, preparation should examine each facility’s actual needs. Operators must know their resources and teams need time to organise. Clearer rules do not replace missing cover or an adequate budget. Preparation should identify those practical gaps before implementation.

Staffing is part of capacity

A place is usable when professionals can cover the day, absences and particular needs. The PCP calls for funding to include training, cover, pedagogical preparation and work with families. These tasks cannot be left to residual time.

Recruitment requires conditions that allow people to remain in the occupation. Savings through unstable teams can weaken continuity and increase replacement costs. Funding and working conditions should therefore be examined together, including time for handovers between staff.

Measure access beyond the number of places

The PCP calls for public information on requests, waiting times, available days and unmet needs. A total does not show whether a family finds nearby care at the required times and an affordable price. Waiting lists need consistent criteria without counting the same request repeatedly.

Planning must include school entry and holidays. A break in care can make work or education difficult to continue. Families and professionals should discuss needs while personal information remains protected. The test is whether provision works in everyday arrangements.

Shared and predictable funding

The PCP supports multi-year commitments between competent authorities and providers, specifying covered costs, responsibilities and tariff rules. Family contributions should reflect resources and avoid sudden increases following a small rise in income.

Evaluation should connect spending, staff stability and access actually obtained. It should explain announced openings that were delayed. Preparation for 2027 should organise a service on which children, families and workers can depend over time.
